Burma's Thein Sein 'would accept Suu Kyi as president

Burmese leader Thein Sein has told the BBC he would accept Aung San Suu Kyi as president if the people vote for her
The president insisted that the will of the people would be respected whoever they chose in an election due in 2015.
He reiterated his commitment to the country's reform programme, and said he and Ms Suu Kyi were working together.
Thein Sein, a former leader of the military junta that ruled Burma for decades, has overseen a dramatic shift towards a civilian-led government.
Two days ago he spoke at the UN General Assembly, congratulating Ms Suu Kyi on receiving the US Congressional Gold Medal.
In an interview with the BBC's Hardtalk programme, he went even further by talking about the possibility of the Nobel Peace Prize winner becoming president.
"Whether she will become a leader of the nation depends on the will of the people. If the people accept her, then I will have to accept her," he said.
"There isn't any problem between me and Aung San Suu Kyi. We are working together."
But he added that the army, which retains many of the seats in parliament, will continue to play a central role in the country's politics.
Ms Suu Kyi was kept under house arrest for 15 years and repeatedly denounced by the former regime.
Thein Sein's remarks this week have been the warmest from Burma's political leadership since the junta was formally dissolved in March 2011.
But Burma still faces many problems, including a recent outbreak of fighting between Muslim Rohingya people and Buddhist Rakhine people.
The president has repeatedly pledged to end internal strife, but neither he nor Ms Suu Kyi have provided a possible solution to the problems in Rakhine state.
Meanwhile, the president also renewed his appeal for economic sanctions placed on his country to be lifted.
US Secretary of State Hillary Clinton has already said the US would ease its import ban on Burmese goods.
Many other targeted measures have already been lifted by the US and other Western countries.

South Sudan-Sudan agree on oil but not border
ADDIS ABABA, Ethiopia (AP) ? The presidents of Sudan and South Sudan signed economic and security agreements Thursday that will allow a resumption of oil exports from South Sudan. The two countries also reached deals for a demilitarized zone between their borders and a cessation of all hostilities that brought the countries to the brink of all-out war just a few months ago.
Sudan President Omar al-Bashir and South Sudan President Salva Kiir signed the agreement in Ethiopia's capital, where they have been holding talks since Sunday. The talks were originally scheduled to last only a day. The sides could not agree on a shared border or on how to address the disputed region of Abyei.
Both sides have been under pressure from the U.N. Security Council to resolve the outstanding issues or risk sanctions. South Sudan broke away from Sudan last year after an independence vote that was the culmination of a 2005 peace treaty that ended decades of war that killed more than 2 million people. But the border was never defined, and South Sudan suspended oil production in January after accusing Sudan of stealing its crude, which is transported in pipelines through Sudan. Border clashes escalated in April when South Sudan troops took over an oil town in a region Sudan claims as its own.
With the deal sealed Thursday, officials say only "technical works" remain for oil exports to resume soon. Some officials have said it will take months to clear the pipelines and get oil flowing again.
U.N. Secretary Ban Ki-moon welcomed the agreements, saying Sudan and South Sudan "have written a new page in their common history."
He commended the two presidents "for again choosing peace over war" and said the agreements "provide important building blocks for a stable and prosperous future for both countries." He urged both countries to continue their efforts to resolve the dispute over Abyei through dialogue "and avoid any unilateral decisions that would risk a return to violence."
Ban spoke at a ministerial forum on Sudan and South Sudan on the sidelines of the U.N. General Assembly's annual high-level meeting that he co-chaired with the African Union.
The forum's final communique commended the two presidents "for demonstrating constructive leadership and political will to reach agreements" and urged them to continue negotiations on Abyei and the disputed border areas.
The security agreement was signed by the two countries' defense ministers, while lead negotiators inked economic and trade agreements. AU mediators say the two sides also signed a deal to let their citizens freely move between, reside in and work in both countries.
Bashir and Kiir spent four days in an apparent effort to overcome the most contentious issues ? finalizing a border and determining the status of the border region of Abyei ? but failed.
Kiir said Thursday was a great day in the history of the Sudan region, though he said the lack of an agreement over Abyei was Khartoum's fault.
"As to Abyei it is very unfortunate that we could not agree," he said. "My government and I accepted unconditionally the proposal of the AUHIP (the African Union High-Level Implementation Panel) . unfortunately my brother Bashir and his government totally rejected the proposal in its totality." Kiir said. He called on the African Union to resolve the dispute urgently and end what he called the continued suffering of the people of Abyei.
The top African Union mediator, former South African President Thabo Mbeki, called the agreement's signing "a giant step forward for both Sudan and South Sudan." Mbeki said a mediation panel work with the Peace and Security Council of the African Union to resolve the Abyei issue.
Mbeki said monitors would be deployed to oversee the agreed-upon buffer zone between the countries. "Monitors are already on standby, the equipment, helicopters and all of that is required for the purpose are also on standby. They are ready," Mbeki said.
In a sign of how closely the U.S. was watching the talks, President Barack Obama welcomed the agreement as soon as it was signed. Obama said the deal breaks new ground in support of two viable states at peace.
"The leaders of Sudan and South Sudan have chosen to take another important step on the path away from conflict toward a future in which their citizens can live in dignity, security, and prosperity. The United States is committed to working with both countries as they implement these agreements and as they seek to resolve those issues that remain outstanding. We are hopeful that today's deal can help spur broader progress on resolving the conflict in Southern Kordofan and Blue Nile, securing unfettered international humanitarian access in those areas, and bringing peace to Darfur," he said, referring to three regions in Sudan.
The freeze on oil production has cost both countries millions of dollars in lost revenue. An economic crisis sent inflation soaring and pushed food prices beyond the reach of ordinary citizens, said Jose Barahona, the top official for the aid group Oxfam in South Sudan, who called the agreements encouraging.
"But the two nations will continue to face an uncertain future until there is agreement on Abyei and the other contested areas, and efforts are stepped up to resolve the conflicts in Southern Kordofan and Blue Nile," he said, referring to two areas in Sudan where residents are seen to be sympathetic to South Sudan. Fighting in the region has sent 170,000 refugees fleeing over the border into South Sudan.
Samson Wasara , a professor of economics at Juba University in South Sudan, said the resumed oil exports ? from which Sudan will take transport fees ? would help ease tensions but that the new demilitarized buffer zone will provoke more conflict if the borders are not clearly defined. He noted that the demilitarized zone between North and South Korea has been a source of tension for decades.
"Proper border demarcation will reduce the chance of encroachment by both countries. But in order to do this, the international community must pressure Sudan and South Sudan to agree to something definite. If this is not sorted out quickly it will lead to later tension," Wasara said.
African Union mediator Thabo Mbeki, Ethiopia's Communications Minister Bereket Simon and diplomats witnessed the agreement's signing ceremony at the Sheraton Addis hotel. The ceremony started with a minute of silence for the late Ethiopian Prime Minister Meles Zenawi, whom Mbeki credited with being instrumental in facilitating the talks.

Report: Facebook deleting fake accounts and likes without mercy

About a month ago, the folks at Facebook announced that they've increased their efforts to delete fake accounts and likes. And now, according to a report, the results of this mission are really starting to show.
TechCrunch's Josh Constine reports that?a third-party tracking service reveals?that popular Facebook pages are suddenly losing a great number of likes. Constine attributes these drops?? which include a loss of over 96,000 fans on Zynga's "Texas HoldEm Poker" page?? to the purging of fake likes and accounts (or "Operation Unlike," as he dubs it).
To be very clear: The accounts which are being deleted are illegimate accounts, those created for the sake of spam or in order to artificially increase likes on a page.?Additionally, likes which?occurred?because of malware, compromised accounts, deceived users or some sort of purchase ??yes, people really buy and?sell likes in bulk? are being removed.
If you are a legit user, as in a real human being and not a spam bot, you don't have anything new to worry about. In fact, you can breathe a little bit more easily since there should be a lot less spam on the social network.
We have reached out to the folks at Facebook to ask for additional information on "Operation Unlike" and will update if we hear anything of interest.?

Answer: Why Are the Coasts So Different? [Search Research]
Daniel Russell knows how to find the answers to questions you can't get to with a simple Google query. In his weekly Search Research column, Russell issues a search challenge, then follows up later in the week with his solution?using whatever search technology and methodology fits the bill. This week's challenge: why are the East Coast and West Coast so different?
So many great answers from readers! I'm impressed. This is a legitimately hard question (about which you could write many PhD theses), but people figured it out pretty quickly.
The short answer to: Why?
Because plate tectonics (specifically, the nearby edge of the Pacific plate) force the western coast to be steep without much chance to accumulate the sediments needed to make barrier and fringing islands. By contrast the East Coast has a long, gently sloping grad from coastline to the next plate edge, giving sediment an easy place to accumulate. Note that the Pacific plater butts up against California, while the North American plate extends way out into the Atlantic. That's a huge difference, and vastly changes the nature of the coastlines as well.
As several readers pointed out, this really is a big topic, and by giving a quick answer like this, we're obscuring many fascinating details. But this isn't a geology blog?it's a blog about search and how to find it effectively. Which is why reading the details of how people searched is so interesting.
A couple of observations.
1. You need to follow the search deeply enough to get a "real" answer. Several people (including people I chatted with) found that the East accumulated sediment, but couldn't say why. The intriguing thing about what they said was that they could make up (that is, rationalize) a story very quickly. But they didn't have any data to backup what they were saying. Word to the wise: When you don't have data, you usually know it. That's when you slip over the slippery slope edge into BS. It's easy to do and we all practice it all the time. But as researchers, we need to be aware of when this happens, and be able to stop ourselves and realize that this is the time for more research.
2. Starting this search was hard. Many people had difficulty getting started with searches that worked. Once they starting including barrier islands and terms like formation or East coast or West coast with barrier island formation they started getting results. When I was doing my searching, I added the context term geology in my searches to limit the number of off-topic results and focus more on scholarly articles.
3. Follow the people chain. I did find several articles that helped me in my search. By starting with [ west coast vs east coast barrier islands ] I found an article comparing the two by Molly Samuels (an environmental reporter). Reading the comments on that article lead me to start thinking about plate tectonics because of a comment left by Brian Romans, a geologist who writes about island formation in his blog, ClasticDetritus.
All this story is by way of pointing out that following the comments in a blog is often a great way to find experts. But be sure to check their bona fides. There are lots of random people commenting authoritatively on blog streams as well. If you can't prove that they actually know something about a topic (usually because of a history of good writing on that topic), then quickly file under "don't know" and move onto people whose comments you can trust.
4. Sometimes search requires... well, searching. Many people reported having to hunt around a bit for a way to phrase their search query to get something useful. This was true for me as well. Sometimes you get lucky and your first query gets you into a space that resolves the question. For something like this, it might take a few probes to find a valuable set of results. Get in, check out the results, if you don't see what you like, move on. But learn as you go?notice the terms used, the publications, and the people involved. Usually that is enough to point you in the direction you need to go.

Gov. Christie defends proposed NJ tax cut plan
LONG BRANCH, N.J. (AP) ? New Jersey Gov. Chris Christie on Monday offered his most vigorous defense yet of a plan to trim taxes by 10 percent, saying tax relief has become "even more urgent" because of recent bad economic reports.
Christie's proposal to phase in a modest residential tax cut over three years beginning in January has been at the center of a partisan storm over the state's economic trend.
Democrats agreed to fund the first phase of the cut ? $183 million ? but Christie said they are holding the money political hostage by refusing to release it unless revenue collections meet his optimistic projection of 7.2 percent. Democrats say it would be irresponsible to cut taxes if the state can't afford to do so. Christie vetoed the Democrats' plan for middle-class tax relief in June because it relied on additional tax revenue from the wealthiest 16,000 filers.
"If we want to get the economy moving in New Jersey, we've got to be more competitive with our neighboring states, and we have the highest tax rates in the region," Christie said when asked Monday about the state's finances after an elementary school groundbreaking in Long Branch. "The reason the tax cut is even more urgent now is to try to make us more competitive with these other states."
Sen. Paul Sarlo, a Bergen County Democrat who chairs the Senate Budget Committee, said Democrats persuaded Christie to support a property tax reduction rather than a personal income tax cut, which would disproportionately benefit the wealthy. But, Sarlo said, Democrats have since adopted a wait-and-see approach because of disappointing revenue collections.
Christie has been calling out Democrats for reneging on the deal after he agreed to go along with Senate President Steve Sweeney's proposal for property tax relief. On Monday, the governor upped the ante: If Democrats don't think the state can afford a tax cut, they should propose a corresponding amount in budget cuts to fund the tax break.
Assemblyman Vincent Prieto, a Democrat who chairs the chamber's budget committee, convened a hearing last week to get a handle on how the state finished the 2012 fiscal year on June 30 and how well it's done in the first two months of the new fiscal year. Christie didn't send the state treasurer to testify and on Monday dismissed the effort as a political circus. On Monday, Christie railed against what he termed Democrats' obsession with revenue numbers and defended his conditional veto of a bill that would have required prompt monthly reporting of state finances, even though it mirrored an executive order he signed in 2010 requiring the treasury to publish monthly revenue reports.
"When they play political games, that's what they're going to get in return," Christie said of the Democrats. "They know full well revenue numbers aren't final until they're audited."
In the veto message released Friday, Christie proposed including a provision to issue a $10,000 fine to anyone who leaks budget data.
Though the governor's suggestion appeared to be a slap at the Office of Legislative Services, which provides budget information to the Legislature, and lawmakers who provide it to the media, Christie insisted that wasn't so.
"That stuff is not supposed to be disseminated publicly until it's authorized to be disseminated publicly," he said, "and it can have a negative effect on the markets."

LONDON (AP) ? Global health officials are closely monitoring a new respiratory virus related to SARS that is believed to have killed at least one person in Saudi Arabia and left a Qatari citizen in critical condition in London.
The germ is a coronavirus, from a family of viruses that cause the common cold as well as SARS, the severe acute respiratory syndrome that killed some 800 people, mostly in Asia, in a 2003 epidemic.
In the latest case, British officials alerted the World Health Organization on Saturday of the new virus in a man who transferred from Qatar to be treated in London. He had recently traveled to Saudi Arabia and is now being treated in an intensive care unit after suffering kidney failure.
WHO said virus samples from the patient are almost identical to those of a 60-year-old Saudi national who died earlier this year. The agency isn't currently recommending travel restrictions and said the source of infection remains unknown. Still, the situation has raised concerns ahead of next month's annual Hajj pilgrimage, which brings millions of people to Saudi Arabia from around the world.
Health officials don't know yet whether the virus could spread as rapidly as SARS did or if it might kill as many people. SARS, which first jumped to humans from civet cats in China, hit more than 30 countries worldwide after spreading from Hong Kong.
"It's still (in the) very early days," said Gregory Hartl, a WHO spokesman. "At the moment, we have two sporadic cases and there are still a lot of holes to be filled in."
He added it was unclear how the virus spreads. Coronaviruses are typically spread in the air but Hartl said scientists were considering the possibility that the patients were infected directly by animals. He said there was no evidence yet of any human-to-human transmission.
"All possible avenues of infection are being explored right now," he said.
No other countries have so far reported any similar cases to WHO, he said, and so far there is no connection between the cases except for a history of travel in Saudi Arabia.
Hartl said the first patient may have had an underlying condition but it probably didn't make him more susceptible to catching the virus.
Other experts said it was unclear how dangerous the virus is.
"We don't know if this is going to turn into another SARS or if it will disappear into nothing," said Michael Osterholm, a flu expert at the University of Minnesota. He said it was crucial to determine the ratio of severe to mild cases.
Osterholm said it was worrying that at least one person with the disease had died. "You don't die from the common cold," he said. "This gives us reason to think it might be more like SARS," which killed about 10 percent of the people it infected.
Britain's Health Protection Agency and WHO said in statements that the 49-year-old Qatari national became ill on Sept. 3, having previously traveled to Saudi Arabia. He was transferred from Qatar to Britain on Sept. 11 and is being treated in an intensive care unit at a London hospital for problems including kidney failure. Respiratory viruses aren't usually known to cause serious kidney problems.
In Qatar, Mohammed bin Hamid Al Thani of the Public Health Department said the patient was in Saudi Arabia for Ramadan during the summer and fell ill after returning to Qatar. Doctors could not immediately identify the virus and decided he should be treated in London.
A public health official, Abdullakef al-Khal, said there is no indication that the patient's family or others were infected.
"There is no special alert for now," he said. "We are being vigilant."
David Heymann, chairman of the Health Protection Agency, said the new virus didn't appear that similar to SARS.
"It isn't as lethal as SARS and we don't know too much about its transmissibility yet," he said. "If people are getting infected, they aren't getting serious disease."
Heymann said none of the health workers involved in treating the Qatari patient had fallen ill.
Saudi officials said they were concerned that the upcoming Hajj pilgrimage next month could provide more opportunities for the virus to spread. They advised pilgrims to keep their hands clean and wear masks in crowded places.
The Hajj has previously sparked outbreaks of diseases including the flu, meningitis and polio.
