Yemen may retake oil pipeline, crisis persists (Reuters)

DUBAI/ADEN (Reuters) ? Yemen is considering using force to secure and repair its main oil pipeline, blown up in an attack by angry tribesmen in mid-March, a senior Yemeni official told Reuters on Tuesday.

The comments came amid a persistent political impasse over the fate of President Ali Abdullah Saleh, who is recovering in Saudi Arabia from wounds suffered in a June 3 attack, and continuing unrest in the south, where nine Islamist militants were killed in fresh clashes.

The impoverished Arab state has been shaken to the core by months of protests against Saleh's three-decade rule, a resurgent al Qaeda wing and a separatist rebellion in the south.

The Yemeni official said the government was in talks with tribesmen obstructing repairs of the Maarib oil pipeline.

"We're close to reaching either a deal or a crackdown," said the official, who declined to be named. "There is mediation, we have been in contact with them. But our patience is limited."

The lack of crude has forced the Aden oil refinery to halt output, causing widespread fuel shortages and forcing the poorest Arab state to import more when it can least afford it.

The Yemeni government has blamed the opposition for the attack on the pipeline, which runs for 225 km (140 miles) from the Maarib oil fields in central Yemen to Aden in the south.

Saleh's opponents say the president was behind the attack to show that his government was vital to provide services and stability in the country of 23 million.

The official declined to say when the government would start the repairs but said the decision would be made "very soon."

"There is commitment and belief in the top level of the government that this situation can't be sustained," he said.

POLITICAL CRISIS

Yemeni officials have said the 69-year-old Saleh was expected to make his first public appearance since the palace attack as soon as Tuesday, but after a delay it remained unclear when that would be.

Previous announcements of Saleh's imminent return have raised speculation about the condition of the president, who has not been seen in public since the attack, which killed at least seven people and wounded several top officials.

"Information on Saleh's health is very scant," said Khaled al-Dakheel, a Saudi political analyst. "His condition does not seem to allow him to appear on television, not to mention return home."

The United States has been pressing Saleh to hand over power to his deputy, Abd-Rabbu Mansour Hadi, who has been acting president since Saleh flew to Riyadh earlier this month, under a Gulf Arab initiative that had been signed by opposition parties.

Hadi has resisted opposition calls for power to be fully transferred into his hands as a step toward early elections, insisting that Saleh was still the constitutional president.

Hadi met United Nations human rights investigators in Sanaa who had arrived on a mission to assess the situation in Yemen after months of unrest.

ISLAMISTS

Underscoring chaos in the country, a military spokesman said the army killed nine Islamist militants associated with al Qaeda east of Zinjibar, capital of the volatile Abyan province.

The state news agency Saba quoted the spokesman as saying four other militants were injured in clashes in the area.

Saleh's opponents say he is deliberately letting militants tighten their grip to prove that only he stands in the way of an Islamist takeover.

Separately, a Yemeni official said on Tuesday that three French aid workers kidnapped in Yemen in May were still alive.

"The security authorities are still looking for them," Abdu al-Janadi, Yemen's deputy information minister, told reporters.

"We can confirm that they are still alive and we hope those who abducted them will reconsider," Janadi said, without giving details about the kidnappers.

The workers disappeared in the southeastern province of Hadramout. Yemeni and French authorities have previously said the three were probably kidnapped. In Paris, the French Foreign Ministry said it was checking the report.

Freed China critic says wants to resume activism (AFP)

BEIJING (AFP) ? Prominent Chinese dissident Hu Jia wants to resume his activism but he is weighing up the impact on his family, according to his first reported comments since being released from prison at the weekend.

During a phone interview with Hong Kong's Cable TV, Hu stressed the importance of "loyalty to morality, loyalty to the rights of citizens".

"You should be loyal to your conscience," he said in a broadcast aired late Sunday.

One of China's leading rights activists and government critics, Hu returned to his Beijing home early on Sunday, his wife Zeng Jinyan said on Twitter, after completing a more than three-year sentence for subversion.

Hu's release came just days after outspoken artist Ai Weiwei returned to his home in the Chinese capital after nearly three months in police custody, amid a government crackdown on dissent.

Hu, 37, was jailed in April 2008, just months before the Beijing Olympics, after angering the ruling Communist Party through years of bold campaigning for civil rights, the environment and AIDS patients.

He won the Sakharov Prize, the European Parliament's highest human rights honour, later that year while in prison.

Hu now faces one year of "deprivation of political rights" -- essentially a ban on political activities that typically includes not talking to media.

Chinese police have blocked access to his home, which indicates he will face restrictions on his movements and contacts.

Hu said in the phone interview that his family was pressuring him to stay out of trouble.

"They have told me: 'Live an ordinary life and don't clash with the regime because this regime is very cruel and it arbitrarily violates the dignity of its citizens'," Hu said.

"I must try to console my parents and do what I can to console them... but I can only tell them I'll be careful," he added, in a strong indication he would like to return to activism.

Hu is widely expected to be hit with the same strict curbs as those apparently applied to Ai and a range of other activists and rights lawyers, who seem to have been ordered to keep quiet after their release from custody.

On her Twitter page Monday, Zeng said well-wishers hoping to visit Hu would not be allowed in, apparently referring to the police surrounding their apartment.

"Everyone, you don't want to come visit us, you won't be able to get in. We will meet again later if we have the chance," she said.

"I'm slowly reintroducing him into society and arranging his life and work. I don't think it is necessary to say anything more."

Later Zeng posted online links to Chinese regulations that spell out numerous restrictions on those who have been stripped of their "political rights" -- which is what Hu faces.

The rules allow authorities widespread powers to supervise and monitor those affected, or assign neighbourhood and residential committees to keep them under check.

"Please refer to my Twitter accounts," Zeng said in an email to AFP, refusing to comment on Hu's legal standing with authorities.

According to the Hong Kong-based Chinese Human Rights Defenders (CHRD), police have placed numerous activists under surveillance and warned them not to visit Hu.

An editorial in Monday's English-language official Global Times, which is published for foreign consumption, complained that the support Hu enjoys in the West was linked to a Western bias toward China's communist government.

"Hu and other people win Western applause not because of what they have done for Chinese society and world peace, but simply because they are anti-Chinese government," the editorial said, in the only mention of Hu in state media.

"Mr. Hu had better keep a sober mind in the face of Western praise, just as China should keep its eye on the various comments coming from the West."

How to play bridge

Bridge is a game for 4 players. It is played using a standard pack of playing cards.

The players play as two pairs or partners ? generally referred to as North & South and East & West. Partners sit opposite each other.

At the start of a game all the cards are dealt, so that each player holds 13 cards. Each player then sorts their cards into the four suits (spades, hearts, diamonds, clubs). The cards are valued in descending order, with Ace being high.

Each player counts up the total number of ?high card points? in their hand. Count 4 points for each ace, 3 points for each king, 2 points for each queen and 1 point for each jack. There are a total of 40 points.

Example: You are dealt ? A,10,7,6 of spades, K, 3, 2 of hearts, J,8,6 of diamonds, 9,5,4 clubs. Add up your points, counting four for the ace of spades, 3 for the kind of hearts and 1 for the jack of diamonds. A total of 8 points.

Starting with the player to the left of the dealer, each person in turn decides whether they have enough points to ?open? the bidding. The general rule is that you should hold at least 12 points to open the bidding. If you have less than 12 points you simply say ?pass?.

Move anti-clockwise around the table until a player has enough points to open the bidding. If all four players pass then the cards are reshuffled and re-dealt.

When a player has opened the bidding the next player has the option of bidding or passing. The decision is based not only on the number of points, but also on the make-up of their hand. They might decide to pass, even if they have 12+ points and wait to see how the bidding develops.

The opening bid can be one of 2 basic things. A suit bid (spades, hearts, diamonds or clubs) or a No Trumps bid. The exact bid (for example 1 spade, 2 diamonds, 1 No Trumps) will depend on the number of points in the hand and the distribution of the cards.

The openers partner (the responder) makes their bid based on the number of points in their hand, the distribution of cards in their hand and the bid made by their opening partner.

One of the main purposes of the bidding is to interact with your partner and tell each other something about the content of your hands to see if you can agree on the contract. The contract is the final bid.

A contract of 1 NT or 1 of a suit means you think you can win 7 tricks. (6 tricks plus the number in your bid). A contract of, say, 3 No Trumps or 3 Hearts means you think you can win 9 of the 13 available tricks.

The person who first bid the suit (or NT) that finishes up as the contract becomes the declarer. The declarer?s partner becomes the ?dummy? and takes no further part in the play. The Dummy?s hand is laid out on the table and the declarer plays both their own hand and that of the dummy.

Each round starts with a player leading a card. Each player must follow suit if they can. The winning partnership win the trick (each round of 4 cards is called a trick) and the winning player leads the first card for the next trick. If the game is being played in a trump suit and a player has no cards in the suit that has been led s/he can trump (or ruff) the trick by playing a card from the trump suit. If the game is being played in No Trumps then there is no opportunity to win a trick by ruffing.

When all 13 tricks have been played, the declaring side have won the contract if they make or exceed the number of tricks their bid said they should make. The declaring side lost the contract if they make fewer tricks.

San Francisco weighs pet sale ban

San Francisco has already banned plastic bags and toys given away with fast food meals

The US city of San Francisco is weighing a proposal to ban the sale of pets within its borders.

Supporters say the ban would prevent needless suffering of animals, often bought on impulse by parents of children who soon tire of them.

The city's pet stores say the ban would put them out of business while doing nothing to prevent residents from purchasing pets elsewhere.

The move was proposed by an animal welfare advisory board.

But the city's legislative authority, the Board of Supervisors, has yet to take up the matter.

The Humane Pet Acquisition Proposal was passed this month by the San Francisco Commission of Animal Control and Welfare, a panel of appointed commissioners that advises the Board of Supervisors.

Supporters say it is intended to crack down on large scale breeding of animals for profit, which they say lead to pets being kept in abusive, overcrowded conditions.

The ban would cover everything from rodents to reptiles, dogs, cats, fish and small birds.

It would also cover the sale of live animals such as mice used as food for pet snakes, but would exempt sales of live fish, lobsters and poultry destined for humans' dinner plates.

One person is missing and a woman and child are being treated in hospital after a fire at a house in a Highland village.

The blaze broke out in Milton, near Invergordon, shortly before 0230 BST.

The woman and child escaped and were taken to Raigmore Hospital in Inverness for treatment to injuries, including the effects of smoke.

The fire caused considerable structural damage and attempts are being made to make the building safe.

A spokesman for Northern Constabulary said one person remains unaccounted for.

With only a little higher price than the Editors' Choice Brother MFC-J6710DW ($300 street, 4 stars), the Brother MFC-J6910DW ($350 street) offers all the same features as its less expensive sibling, plus one key addition: duplex (two-sided) scanning. It's a feature that most offices can do without, which is the only reason why the MFC-J6910DW isn't an Editors' Choice as well. But for those who need it, the ability to scan in duplex is easily worth the additional cost, not even counting the 3.3-inch color touch screen display that makes it easier to give menu commands.

Like the MFC-J6710DW, the MFC-J6910DW is aimed at any micro, small, or home office, although it's obviously of most interest if you need to print at up to tabloid size (11 by 17 inches), and want a single printer for both letter- and tabloid-size output. Two 250-sheet paper trays make it easy to load both paper sizes at once and switch between them. And if you need to print occasionally on different paper stock, the manual feed lets you print without having to swap out the paper in either tray. It also lets you print on thicker paper sizes, up to 76 pound weight.

The Basics, Setup, and Speed
In addition to the way above average paper handling, the MFC-J6910DW offers all the basic features any office needs, and more. For a start, it can print, scan, and fax over a network and work as a standalone copier, fax machine, and email sender. It can also scan at up to tabloid size, using either the 35-page automatic document feeder (ADF) or the flatbed.

Duplex scanning lets you fax duplex documents easily, while the combination of duplex printing and duplex scanning also lets you copy both simplex (one-sided) and duplex documents to your choice of either simplex or duplex copies. Note, however, that duplexing for scanning is limited to a maximum of legal-size pages, even though the ADF can handle tabloid size pages for simplex scans.

Setup is standard. The printer offers both Ethernet and WiFi support. For my tests I connected it to a wired network and installed it on a Windows Vista system. Not surprisingly, given the similarity between the printers, the MFC-J6910DW's results were essentially identical, file by file, to those from the MFC-J6710DW, as well the Brother MFC-J6510DW ($250 street, 4 stars), the budget version of essentially the same printer, with only one paper tray.

I clocked all three printers on our business applications suite (using QualityLogic's hardware and software for timing) at 4.1 effective pages per minute (ppm), making them tied for the claim of being the fastest tabloid-capable inkjet we've tested to date.

Among single function inkjets, the Editors' Choice Canon Pixma iX7000 Inkjet Business Printer ($399.99 direct, 4 stars) was notably slower, at 2.8 ppm. And among inkjet MFPs, the previous Editors Choice HP Officejet 7500A Wide Format e-All-in-One ($299.99 direct, 4 stars), came in at 3.4 ppm.

Output Quality and Other Issues
Overall, the MFC-J6910DW's output quality is equal to or better than most inkjets across the board, and a close match for the MFC-J6710DW and MFC-J6510DW. Text is suitable for most business applications, as long as you don't have an unusual need for small fonts, and photo output on photo paper is roughly a match for drugstore prints, making it more than good enough for most business needs.

Colors in graphics were a little dulled down, but well within the range of reasonable. Here again, the quality is easily good enough for most business needs, including, for example, PowerPoint handouts. I saw some banding in default mode, but depending on how much of a perfectionist you are, you may consider the graphics good enough for output going to important clients or customers.

Given that the MFC-J6910DW offers all the same capabilities that make MFC-J6710DW an Editors' Choice, including the ability to copy, fax, print and scan at up to tabloid size, and print in duplex, it's easy to recommend. Granted, if you never need to scan two-sided documents, you're better off saving a few dollars and buying the MFC-J6710DW instead. But if duplex scanning is something you need or think you might need, the MFC-J6910DW is the obvious choice, and still a bargain.
